OK, a guy with at least one at fault accident, two license suspensions, a reckless driving, and a whole bunch of speeding tickets, wants the same rate on insurance as someone who's got a clean record.

On the bright side, your credit score can affect your rates, too. So on the chance that you've got a 750 or better, well, you STILL won't pay the same rate as a clean driver, but it's better than someone with two suspensions, a reckless, an atfault and a buncha tickets with a 500.
You've done the play part, now you've got the pay part. Sorry, the only way out is to sell your car and take cabs/busses for a few years.

You are protected under paypal. Since they were selling "insurance" I am sure your not the only customer they have scammed. The people who post on here are the ones running this scam… It could take paypal up to another 30 days if you do not keep on them. You need to call there customer service number and talk to a person. Keep doing this until you get results.
